California Enacts Pet Abandonment Law

Bill makes property owners responsible for pet welfare

California legislation designed to make the owners (banks) of foreclosed properties responsible for arranging care for abandoned animals was signed into law on August 4 by Governor Arnold Schwarzenegger. Assembly Bill 2949 was introduced by Assemblyman Mark DeSaulnier (D-11th District) and may serve as a model for other states to resolve the issue of pets left behind by people forced to move by foreclosure.

The California Animal Association and the ASPCA co-sponsored efforts to pass the legislation. The California Animal Association is a coalition of 15 animal protection groups representing the interests of animals at the state Capitol.

The issue was brought to the attention of Assemblyman DeSaulnier when constituent Sheri Kuticka of Concord entered the Assemblyman’s “There Oughta Be a Law” contest, describing the effects of foreclosures on animals.

In the past, banks and other lenders instructed agents to leave all property, including animals, alone until a foreclosure was complete to avoid the perception of property theft, according to a DeSaulnier spokesperson, as reported in the Contra Costa Times on August 6.

Solutions for Families in Distress
A spokesman for the California Mortgage Bankers Association told the Contra Costa Times that the legislation was “a part of the solution” for pets left behind when people lose their homes.

Another solution is public education that would provide alternative resources for pets when families face foreclosure to discourage them from abandoning their pets.

The California Animal Association named DeSaulnier its “Legislator of the Year” as a result of his efforts.

This whole problem of the abandonment of pets, is a disgrace. You know that you are certifiable slime when you leave your four-legged family members behind to starve to death.

Even a 5 year old kid has the intellectual ability to think "But, if I leave them here, they will die...I have to take them someplace safe".

So, this nonsense of abandoning pets is inexcusable.

I dont care if you have to leave your house due to money issues, or due to an invading foreign military, DO NOT leave your four-legged family members behind to die! To do so is to be a cruel, heartless idiot.

Any compassionate, intelligent person should know that.

You'll notice that these disgraces manage to take their two-legged children with them, who are far more costly to take care of than a cat or a dog, so this isnt about money.

It's about pure, raw irresponsible lack of giving a darn about animals, due to the speciesist views that these disgraces have, regarding animals.

Just like cowardly kill "shelter" operators, these heartless spineless lost souls consider animals to be "disposable", simply because they are "animals"

Never mind the fact that we ALL are animals......in this case, mammals.

Never mind the fact that animals are living, breathing, feeling, loving, soul-filled Children of God just as much as you and I.

Why let the truth get in the way of expediency.

Why be responsible for someone's life, when we can be irresponsible and easily kill them or leave them to die.

Why put forth an effort to save precious souls, when we can just leave them behind, or assassinate them and add them to the "pile" at the local "shelter".

Humans disgust me sometimes. Superior beings, we are not.

"We could learn alot from the higher animals", like Mark Twain said. They do not know what abandonment is...it is not in their make-up. It is not an option to them. They love us unconditionally. And this, is how we wonderful humans repay them?

By locking the door to the house and driving away, with our four-legged family members still inside, with a figurative "knife" in their back?

That's how we repay them for their love and loyalty?

That makes me want to vomit.
