Commercial Kennel in Virginia Burns Down, Breeders Want to Apply for a New Permit

Dogwood Kennel, located in Byrnes Chapel, VA made the news in March when a fire broke out in the kennel building late at night, killing 192 dogs. None of the dogs in the building survived the fire. The kennel’s owner, Ivan Schmucker of Bland, VA was understandably upset by the fire, stating that he estimated the total loss at over $100,000. Click here to read the full story.

In the aftermath of the fire, the county noted that they were unaware of Schmucker’s dog breeding operation. It turns out that the breeders had been keeping over 300 breeding dogs without the Conditional Use Permit required by the county. Because he sells dogs exclusively to pet stores, there was never any traffic to his property or ads placed locally. Even after the devastating fire that killed over half of Schmucker’s dogs, he plans to rebuild and to continue breeding. Now that the county is aware of his kennel, they told him that he must apply for the appropriate permit.

On May 7th, the Bland County Planning Commission met in a first meeting to consider the permit. Bonnie Lowe, Bland County resident attended the meeting and said she worries that the county is prepared to issue the permit despite Schmucker’s operation without one in the past. She and others in the area are staunchly opposed to commercial breeding kennels (a.k.a. puppy mills) due to the fact that dogs are treated as livestock and are solely used to make a profit for their owners. A petition has been circulated, and they encourage everyone against puppy mills to add their names to send a message to the Bland County Planning commission:

Though Schmucker is USDA-licensed, the county had no idea that the kennel existed. Bonnie also noted, “Most people here in the community didn't know either including myself, and I've lived here eighteen years.” This has been disturbing to county residents, she said. “People here don’t want this.” A neighbor to the Schmucker’s property is concerned with the environmental impact that feces and urine from 300 dogs has on the land. Bonnie and tens of thousands of others like her are opposed to the idea of breeding companion animals as livestock, for profits in pet stores. That’s why it is so important to never buy a dog in a store, and to tell others the same.

“We’ve got other jobs here, he doesn’t need to be making money breeding dogs.” Bonnie said, “If Schmucker wasn’t making money, he would stop breeding dogs.

The planning commission’s next meeting is scheduled for June 4th, and opponents to Schmucker’s permit will be there in full force to voice their opinion.

I've heard (sorry, can't remember where) that the translation of the original texts ended up with "Dominion" however people studying the ancient languages said that a more literal (or accurate) translation really should say "care taker".

Also, I have seen a number of references to Amish regularly associated with Puppy Mills. For example http://www.religioustolerance.org/amish8.htm . I have no idea if it's a religious thing or a society or lifestyle or what... or if it really isn't any more prevelant in their culture than in any other one.

Since the BF Magazine has been running religious articles, perhaps an article that compares and contrasts the statements that people make, with religious texts as a back up, and how they are either wrong, inaccurate or not applicable in the "modern" age would be a good topic.

From looking at the photo, it seems that many of the Schmucker supporters are Amish or Mennonite; I am very surprised that they have not caught on to what is going on down there ... they are usually pretty in tune with nature and right and wrong.

Just wanted to point out that in some of these areas, child labor has been an issue and a question

(referring to earlier comment about belief that God gives dominion also over spouses, children, etc)

hmm....God also supposedly gave dominion of the British people to the royal family. I guess that makes it okay for Queen Elizabeth to lock her people in cages with their own filth and breed them over and over. And I guess it also makes it okay to do experiments on them until they die horribly painful and lonely deaths. Oh and of course, let's not forget, it also makes it okay for her to ship them off to the butcher's and turn them into hamburger meat, right?

Ugh, I am so tired of that excuse. The exact same bull-arcky was used for slavery as well as child and spousal abuse. That still doesn't make them okay, though, does it? I don't understand how we can go to countries like Iraq and tell the leaders there that they are torturing their people when we are still doing worse to our animals. Grrrr!!!

if God said we have dominion over animals i really don’t think he meant for us to hurt them for the bible states every living thing is God's creation so to harm any creature for any other use then food is like spitting in the face of God.

The outcome is set out in the latest update at the top of the story. The Commn voted unanimously to allow the permit but included 14 requirements including that cages must be 40% larger, something Best Friends advocated in the event they did issue the permit. Best Friends also advocated limits on breeding and maybe if the Board of Supervisors agree the Schmuckers should get a permit, they will vote to limit the breeding of female dogs. Let the Bd. know they should not issue this permit and if they do, they should include limits on breeding. For more information read the story above and the updates.

On the taxes, yes, there are allegations of unpaid taxes and that may be pursued before state agencies as well. Laura

What about the fact that this breeder did not report income or pay taxes for those many years that it was unlicensed?

Why do local governments allow illegal businesses to steal.
